Interaction with bugs reported as new topics

During the last couple of days I've noted that every possible bug report, useful or not is replied in the same way:

We appreciate the bug report. People who are new to the Forge forum should read this topic as it contains useful information
And the topic gets locked.

So what shall we reach with that approach?

The new and easier to use bug reporting system that is now in place is causing people to sign up for an account and to then leave their bug report. Being new they tend not to have read the messages here for a long time and are unexperienced in how this forum operates.

We want to encourage people to file bug reports but we need some conformity. Otherwise bug reports and other important messages can become lost as they scroll off into oblivion. The beta announcement and the snapshot bug report topics are stickied and they appear at the top of the topic listing.

The separate bug report topics that are started tend to take on a life of their own and further messages may appear in these topics as time passes.

Moderators have the ability to move these topics/messages to the appropriate topic but it tends to be confusing, complicated and time consuming. :(

Oh, and some situations tend to come up numerous times and it may be easier to create a few canned responses that can be quickly used in an effort to preserve what little free time that we may have. :)

I think I started the "let's lock the offending topic" movement. I also managed to move one of these bug reports into an appropriate topic. It doesn't particularly matter to me which way it gets done. <shrugs>
