Collectible Card Game Headquarters

I have updated the REPORT_MESSAGE pane so that the buttons do not disappear off the bottom of the screen when things start getting smaller. As part of the work I took the opportunity to tidy up the MigLayout code and to display the game status heading in a shorter format (see image) with the older longer format displayed using a tooltip. If anyone has objections to the new display changes or may be has a better idea before I commit please let me know.

- Fix: Prevent buttons in REPORT_MESSAGE panel from disappearing off screen as the panel size is decreased.
