I've had a look and its definitely a bug that can be replicated with no other cards in play. There's something in the cost setup that allows 0 cards to be exiled. This seems to be the case because with no cards to exile you can either exile 0 cards or cancel, whereas it should allow cancelling only in this situation. This is probably necessary somewhere where its an optional additional cost, but I don't think there's a mandatory parameter or minimum number to exile param.
