This is a good approach. Maybe like this:
30 wins: Intro Decks (sans booster) and old theme decks
40 wins: Duel Decks (Elves vs Goblins etc.)
50 wins: Event Decks
60 wins: World Championship decks

I wouldn't like the AI decks to be sold, there is too much power and duals in there.
