Collectible Card Game Headquarters

In a game I am playing, I have Doubling Season in play and then played Garruk, Primal Hunter. It came into play with six counters. However, when I activated the first ability, it only gained one additional counter. Should it have gained two instead?

Nope. ETB effects are doubled, but Costs are not effects.

Edit (Wasn't trying to sound condescending, what I meant was that without people expressing their confusion, problems wouldn't get fixed.)
