Rules Engine not appearing

I installed Manalink 2.0 as per the directions found on this forum on my desktop (Vista 64). Then I did the same install on my laptop (XP). For some reason the rules engine card does not appear on the laptop. I think this is causing some strange things to happen in the game. Has anyone else had this problem?
