What exactly is switcher.exe?

I am terribly sorry to bother you all but when i look through the boards there is mention of something called switcher.exe which apparently allows use of some new cards? I have looked through all my files and folders and updated my stuff to as recent as possible but i cant find it, may someone please help me out? It sounds really interesting.

What's the date on the most recent patch you downloaded? Switcher.exe has been included in patches for at least the last month.

My apologies, i have just looked for a new update and it does contain switcher, i didn't realise how quickly my version went out of date, thank you for your help Jatill.
