Collectible Card Game Headquarters

When i try to cast Decree of Justice why does it go into my graveyard without creating tokens? I can have 10 mana or 6 mana,it wont let me make Angels or cycle,doesnt seem to matter.Any Ideas.

You have to use the "Rules Engine" card to cycle it.
