Simple couple lines of codes rewrite of the deckdll.dll wrapper

- catches all exceptions and shows info
- mini dump generation for debugging can be added

Dumb question : is this for the new deck editor done by Jatill or for the older one that comes with Manalink ?

it loads the old manalink one the only advantage is better error reporting
