I dont think Power surge will be affected cause it isnt counting what mana you have left. its counting the untapped lands and that dosent change via the new rule. what changes (for what it sounds like to me anyways) is the if i have a mana flare out and want to put in a odd mana card out i wont get hit with mana burn cause the pool will empty not tap anymore land,. Am i right on this?

Power Surge isn't directly affected, no. But with no burn, you can tap all your lands at the fast effects prompt of your opponent's discard phase. The mana drains away without burning you, you untap the lands in your untap phase, and Power Surge doesn't hit you because all the lands were tapped at the beginning of your turn.
