Collectible Card Game Headquarters

On January 18, the following rules changes were announced by the EDH Rules Committee:

1) Commander-specific mulligan rules are removed
2) Rule 4 (mana generation restriction) is removed
3) Prophet of Kruphix is banned

#2 doesn't affect Manalink since this rule wasn't implemented in the first place and #3 should be easy to address.

I am wondering about the mulligan change though. Can the Vancouver Mulligan (regular mnulligan + scry) be coded at all?

I'm going to take card of 1 & 2. As for 3, could be done in Commander, but for the main game it needs an EXE modification. You should ask Korath.
