too shining cards

Someone said me that the visual bug that make the cards so shining that you can't read them is because the card isn't 512*376
But also mods from expert modders give me this same bug, could it be that there is any other reason in my game?

No, it's not because of the dimensions, but because the TDX file is uncompressed. Once the TDX file is compressed, it must have dimensions multiple of 4 but this has nothing to do with the glowing problem.

so the problem comes from the mods? can't I do something to make them doesn't shine and I can use? It seems strange that expert modders make shining mods...

Define "expert", we are all people modding for the fun of it and none of us are getting paid to do it. Not everyone has the problem (I don't) so some modders haven't done anything about it since they haven't noticed it. Not to mention some of us are lazy and simply haven't messed with it (like myself).

So the cause is the modder and not me? And I can't do nothing to fix them without to modify with effort the mod?

You could contact the modder who made the mod (in their thread) and tell them that there is a problem with their mod (specifically that the cards glow/shine to the point where you can't see the card text) and that might motivate them to fix their mod. If a modder doesn't know there is a problem (because they don't have the problem and no-one has reported it) then they likely aren't going to fix it.
