Hi, which MTG DOTP should I buy for playing with custom cards?
2015? 2014? 2013? etc

The 2 versions of DotP that are still being actively modded are:

• DotP 2014
• Magic Duels

2014 will give you the most access to cards, though Duels has support for some cards that can't be properly made in DotP 2014.

You should choose 2014 since it's the most modded. Also, Magic Duels is free-to-play, so if one day it becomes the "game of choice" for modding you can always download it for free.
