Issue with SVN DLC and saving progress

Hello,
I've downloaded the current SVN Community DLC and placed it into my DotP dir; I've also made the secret button adjustment as well as the deckmanager.xml tweak.
Everything works fine (I can start the game, hit the secret menu and unlock the DLC decks and play), however, when I exit the game, none of my progress or unlocks are saved and I must repeat the secret menu process after loading the game again.
In other words, I can't seem to be able to save the unlocked DLC (or any progress whatsoever for that matter). The moment I close the game, the DLC setting resets and I have to do the unlocking process all over again. Steam cloud is disabled and I've reset my profile multiple times.
Any ideas?

Is your folder protected in windows?
The game has to be able to save the changes, so if your folder is protected, it won't work.

No it's not. But I noticed the Community DLC Installer works fine. It has the decks unlocked at every boot.
So is there something I need to do to the SVN folder to make it load automatically like the Community DLC Installer does? Perhaps packaging it in a wad? Or maybe one of the changes the installer makes to Data_Core.wad is allowing the wad to load every startup?

FINALLY FIXED IT.
It appears that the game will only auto-load custom DLC if it is in capital letters.
E.g. Data_DLC_1111 will not load automatically, but DATA_DLC_1111 will.
Go figure. Lot of trial and error to figure this out :\
