Collectible Card Game Headquarters

I'm not asking for custom deck or anything like that for this game, but is it possible to hex edit or edit the deck availability? I managed to get it to work on iPad and PC but not Xbox. If this is possible could someone help is giving a basic tut on how-to? Any help whether negative or positive is appreciated! Just not too negative

P.S. Also without JTAG. (Doesn't seem possible but worth a shot asking.)
