That won't take you anywhere: if you look for something about DotP (whichever version you are using, but I suppose it's 2013) don't search out of this section.
There are 2 deck creators for DotP2013, one of which is very recent.

Otherwise, if you want to learn "the hard way" (but not so hard if you ask me

). If you want to make a quick test to check if it works, download the WAD file from my guide and the DLL, place both in the directory where DotP2013 is installed, run the game and look for the additional deck. If you see it, then it works.
Remember that you won't be able to use custom decks online (and it's better not even trying, just to be sure that you won't be banned from Steam).
