There's no tutorial, you are the first who wants to try.
Judging from what's inside DATA_CORE\DATA_ALL_PLATFORMS\CHALLENGES, you need an Excel-style XML (see CHALLENGES_00) that defines some things about the challenge, another XML (see the files in the SCRIPTS sub-folder) that defines what the scenario should look like when starting the challenge, and finally an XYL file that... I don't have a clue about what it does.
The Excel-style XML calls those files "Save Game", but if you open one, you can only recognize some card names, the rest is unreadable garbage.
Also remember that you have to stick the challenge in a campaign, should you manage to make one.
