Timebender coding doubts

Hi guys,
I need an opinion about this card, i tried to search for official ruling but i haven't find something useful.
Timebender : I know that Dotp 2014 doesn't allow to target exiled zone, so i used a workaround, i splitted each choose into 2 different chooses, so instead of 2 we have 4 chooses :
1. Target a permanent to subtract 2 time counters
2. Choose a suspended card to subtract 2 time counters
3. Target a permanent with ONE time counter to add 2 time counters
4. Choose a suspended card to add 2 time counters
This is not perctly rule compliant but is the best we can do...
Now my doubt is about the 3 and 4 choices, the third should target only permanent with exactly 1 time counter or at least 1 time counter??
The fourth choice is just choose a suspended card or a suspended card with the limitation of point 3???

Yea that's the best way to do it. Within duels' limitations I don't think this will break anything though since we don't have a real way to interact with abilities (like changing the target).
As for #3 I'd say it means greater than or equal to 1 time counter.
For #4 I'd say it is any suspended card, regardless if it has a time counter.
