Can we create a fixed topic related a MTG Arena new game to discuss of it?

Magic Arena wasn't developed by Stainless Games and does not fit into the DotP category of games, though Arena appears to be heavily inspired by the work put out by Stainless Games.

If you'd still like a place to discuss Arena, I suggest posting on the general discussion board. But due to it's always online requirement, I doubt much can be done with it.

I agree with MasterXploder, until we have something like a fully offline Sparky there is nothing to be done on Arena.

For the moment being everything useful (i.e. your game profile) is online-only, so not much to be done..
