Having trouble downloading Xmage

I have recently downloaded xmage launcher and downloaded and installed the latest version of java, but my windows 10 pc doesn’t want to run it
Whenever I attempt to complete the download, it pops up with ‘what do you want to do with (file name), with the options to open save or save as. I have already saved the file and the open button just opens another window with the same menu. This is a follow up to a reddit post yesterday with the same issue.
Any help greatly appreciated.
