Being kicked off of localhost?

I know that being kicked off online servers can be due to global server issues, but isn't the localhost set to be offline? Why are there still connection issues when it doesn't have to be connected to the internet in the first place?

Is anyone else noticing this problem, and is there any weird fix to make it run better offline in general?

On a side note, it's not my computer as it runs fine with everything thing else, so it can't be that.
