Just out of curiosity, do you look at the request at how easy they are to add or really just the votes?
Also I'm guessing you re-use code from other similar cards, so for example in this case with elvish guidance part of the code of wild growth and a part from elvish archdruid would do the trick

escplan9: It's up to each developer how they want to make use of the information. There are no strict guidelines to follow here. Previously we did not know how heavily requested certain cards were, so that's why we have the voting system in place now.
