cant connect to localhost

whenever i type localhost into the server name and try to connect it says server is likely offline plz help

First, did you actually start the server in the launcher? It should be obvious, but I'm just making sure.

And if you did, make sure you wait for a bit. Just because the client opened doesn't mean the server is up and running yet. Give it about a minute or two and then try connecting again. If you enable the server console in the launcher's settings you can actually see the server running its tasks as it starts up and see when it's done.
