Problem with hosting (Need a net expert, probably)

Okay, so, how do I put this.. I had the server working. It just suddenly broke one reboot.

I am on windows 10, these steps are what I did (and did again since my local ip CAN change)

Made a domain on no-ip, used DUC to point it at me
Added '192.168.0.2 aselliaxmage.hopto.org' to my hosts file (Was that.. right? It got reset at some point). That domain IS the dokmain as note.
Changed config.xml file's serveraddress to aselliaxmage.hopto.org
Opened ports 17171/17272
I can connect to it just fine via aselliaxmage.hopto.org. my friends get connection refused now-- and I can't seem to fix it.

Do these steps look proper, and if so, are there ANY windows registry settings that would cause this? I did some net optimization which made games run better, but I'm not sure if any particular settings would do this-- plus I was pretty sure I had these set before that reboot, but maybe I'm mistaken?

I never did it by myself behind a NAT.

Yeah, i followed that- It was working late last month, but after this month one reboot it no longer works- I did adjust my portsd to the proper local ip and such, it just seems to refuse to work now.
