Um... Where's Hour of Devastation?

In the year I've been using Xmage, we've regularly gotten the newest set about a week before prerelease. It's the day before Prerelease and Hour of Devastation still isn't implemented; anyone know why? Not trying to be obnoxious, just really curious as to what's going on because this is the first time this has happened for me and many others. Me amongst many people would've loved to practice sealed for the new set but this time a lot of us are going in rather blindly due to no way to practice for the prerelease.

This was an unusual case beyond our control. Our server admin who has the exclusive control to release the new versions to make them publicly available was unable to do so until very recently.
