I can't cast Rift Bolt with suspend 1 when is on exile with Light Up the Stage

Bug or magic rules?

magic rules
the card can only be hard casted in exile mode.

The first thing that comes to mind is just mixed up savedSpecialRares == null with savedSpecialRares != null.
