Customizing JumpStart packs

Hi there.
I've had a lot of fun playing JumpStart, and I always thought it would be cool to create some custom packs/deck halves myself. But I haven't found anything in the XMage folder that looks like I could change the packs.
Is it even possible? Would I need to edit the source code?
Any help is appreciated!
