Bug Destiny Spinner on the stack broken

about Destiny Spinner,
some players in reddit say that when the card is on the stack it means that the owner controls it;
but official ruling[24/01/2020] say:
"Destiny Spinner’s first ability applies only while it’s on the battlefield. While it’s a spell, it can be countered".
Destiny Spinner it is not countered when on the stack and any card i use, such as counterspell, has no effect and it still enters the battlefield.
