Why wont AI opponent just F****** pass priority?

As the game board gets developed, it takes longer for the damn AI to pass priority. It sometimes takes 1-2 minutes for a SINGLE thing to resolve on the stack. The more there is on the board, the longer they take to pass priority.
Like WTF?!?!?! They are tapped out and cant play ANYTHING!!! Why cant they just pass priority?!?! OMG

Until the end of the round, it has the ability "Whenever this creature deals combat damage to a player, draw two cards" if it was manned by exactly two
phrazle creatures.

Set the AI level to 1 or 2. It will be perfectly fine. Level 10 gets too bogged down.

Wouldnt it be relatively easy to just have an adjustable timer that makes the AI pass after
X amount of time?

It appears the AI has never been a priority. I'd love to see the illogical all out attacks just because their creature wont apparently die to a one on one blocks and thus leaving themselves wide open for retaliation from another come to an end. Plus, they archenemy as if there are not multiple players at the table, essentially Player vs 3 AI when playtesting edh decks. A very basic threat calculation system considering life totals and point system for permanents on board ought to be doable.
