Won't install even with compatibility mode

Hello,

I recently picked up a physical copy of Shandalar from 1997 in an auction lot. Popped it into my computer, set compatiblity mode (tried win 95, 95, xpsp3 etc) and none work. I get an error message that says: The program or feature "\??\F:\Setup\Setup.exe" cannot start or run due to incompatibility with 64-bit versions of Windows. Please contact the software vendor to ask if a 64-bit Windows compatible version is available.

I am using Windows 11, compatibility mode lets me go back to windows 95, so I'm not sure why it's not working.

any ideas of a fix?
