I have an old bmp2pic.exe file that converts any 138x170 256 color shandalar pallet into a pic file, but this file does not work on 64 bit windows.

Is there a program I can use to convert graphics into the .pic file need for my character's face image?

No, not that I know of. You can use DOSBox to run the app, and you can find that setup in the Shandalar2012 archive.
