Collectible Card Game Headquarters

I'm trying to build a Belcher deck in my (probably the latest) version of Shandalar. In order to do that, Land Grant would be extremely useful. Is it in the game? I can find it in prices.csv, but I cannout buy it or select it when offered "any card" by a Lord of Fate. Is it one of those cards you can only find in dungeons?

Land Grant has not yet been released in any of the updates.
