Collectible Card Game Headquarters

Is there any way to change cards that should be buyable (like the mana batteries) to actually be buyable? In particular, the Black Mana Battery is helpful to any deck that had Drain Life, and every one of them is useful for Fireball/Disintegrate/Stream of Life/ect
