Collectible Card Game Headquarters

I'm trying to configure which sets appear in the 2016 version of Shandalar you can't download from here anymore. There's an option for this in the Shandalar.ini file, but following the instructions doesn't work for me. I've included the lines:

--Limited Edition Alpha=enable
--=disable

right after the comment block under [sets], and there are cards in my deck and in stores that are definitely not in Alpha. Does anyone know what I can do to get this to work?
