Should the loading screen appear for at least 3 seconds?

The loading screen is shown when starting a game as a background with a twirling icon, just before the Mulligan screen is shown.

In 1.69, the loading screen will show some witty messages as it constructs the necessary game objects. It has also been modified to appear for at least 3 seconds.

The minimum loading screen time of 3s lead to some discussion between the developers, see https://github.com/magarena/magarena/issues/560
