Excuse me, could be possible to create personal decks with the cards of magarena?

Sure, right now the deck editing is part of the duel process. There are plans to make it possible to edit/create decks outside of duels.

So to create your own decks do the following:
1) start a new duel
2) click on edit deck in the lower right corner
3) edit your deck
4) when you done, select Duel -> Save deck from the menu
