Describe the Bug:
1) Once Volrath's Shapeshifter has "become" a creature due to the top card of its controller's graveyard being a creature card, it will remain a "copy" of that creature until another creature card becomes the top card of that graveyard. This means that Volrath's Shapeshifter is a "copy" of the last creature card it copied, even if the top card of its controller's graveyard is a noncreature card.
2) If Volrath's Shapeshifter becomes a copy of a creature that uses a legacy effect card for its activated ability/abilities, like for example Victual Sliver, no legacy effect card is created. Hence, activated abilities that would normally be activated via said legacy effect card can't be activated.

What exactly should be the correct behavior/interaction ?
If the top card of Volrath's Shapeshifter's controller's graveyard is a creature card, Volrath's Shapeshifter has the full text of that card.
