Describe the Bug:
When Arcane Laboratory is on the battlefield and a spell has been cast, no other spell can be suspended during that turn.

What exactly should be the correct behavior/interaction ?
When Arcane Laboratory is on the battlefield, any number of spells can be suspended after a spell has been cast.

Are any other cards possibly affected by this bug ?
Other cards that restrict the number of spells played per turn, such as Ethersworn Canonist etc.

Will affect Rule of Law and Eidolon of Rhetoric, too. (Neither of which are enabled, but both will be in the JOU patch, and I can't see us managing to fix this before then.)

Since when the last counter is removed from cards with suspend,is casting shouldn't Arcane Laboratory forbid any 2nd spell cast through suspended cards being cast?
Because now it doesn't so if you have 2 or more cards suspended with the same counters they all get cast when the last counter is removed.
