Describe the Bug:
If you manifest a card without morph, you can't turn it face-up with either Skirk Alarmist or Ixidor, Reality Sculptor - you can activate, but nothing happens at resolution.

What exactly should be the correct behavior/interaction?
Never nothing. If the face-down card is a permanent (ignoring continuous effects), it gets turned face-up. Even if it isn't, it gets revealed and stays face-down.

For the first part, there isn't anything saying that the effects specifically don't apply to cards that are face-down due to manifest. For the second:
701.32e If a manifested permanent that's represented by an instant or sorcery card would turn face up, its controller reveals it and leaves it face down. Abilities that trigger whenever a permanent is turned face up won't trigger.

Are any other cards possibly affected by this bug?
Break Open is the only other card that can turn an arbitrary card face-up, and it isn't in Manalink.

Ixidor and the Alarmist work properly with morph cards, and with manifested morph cards. I haven't tested them with Illusionary Mask.

I confirm these bugs and Skirk Alarmist and Ixidor, Reality Sculptor don't turn face up cards that are cast face down with Illusionary Mask not with or without morph.
