Homing Sliver give can't activate symbol to rules engine

Describe the Bug:
Homing Sliver when entering the battlefield grants a can't activate symbol to his Rules engine.
Also there is still this bug: viewtopic.php?f=86&t=16698&p=176596&hilit=homing#p172330
Which card did behave improperly?
Homing Sliver
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Manalink dev 778ccb5 version - duel
What exactly should be the correct behavior/interaction?
Are any other cards possibly affected by this bug?
