[confirmed]Vial Smasher's ability triggers for +1 spell

Describe the Bug:
Vial Smasher the Fierce won't trigger on any spell cast and won't deal damage. I can't find anything that triggers his ability

Which card did behave improperly?
Vial Smasher the Fierce

What exactly should be the correct behavior/interaction?
Vial Smasher triggers on the first spell its controller casts and deals damage equal to that spells cmc to opponent

Are any other cards possibly affected by this bug?

Fixed that it didn't trigger in 9ec37149c8. Still has the same issue all these cards have that it triggers +1. Same problem as here: viewtopic.php?f=86&t=19608&p=229634&hilit=Pyromancer%27s+Assault#p229634
