Describe the Bug:
When a player suspsends Ancestral Vision, he/she can't cast his/her commander from the command zone on the same turn.

Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Ancestral Vision doesn't influence the castability of commanders.

Are any other cards possibly affected by this bug ?
Possibly other suspend cards.

I confirm the bug but it seems to be a suspend bug not just an Ancestral Vision at least Knight of Sursi had the same problem(debugged in your game).

Suspending a card also makes the player unable to activate Planeswalkers or abilities handled via the Rules Engine card - both stop being highlighted as soon as a card is suspended.
