[still bug]Damage prevention suppression vs Fog order matter

Describe the Bug:
Cards that prevent the prevention of damage like Skullcrack or Leyline of Punishment don't affect Fog (and others) - Fog still prevents combat damage when one of those cards has been cast/is on the battlefield.

Which card did behave improperly ?
Fog or damage prevention suppression effect

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
JOU, duel

What exactly should be the correct behavior/interaction ?

Are any other cards possibly affected by this bug ?
Also tested with Constant Mists -> same bug
Also tested with Everlasting Torment -> same bug

Could this be a ASM vs. C issue? If so it should be fixed next patch.

For what it's worth, Riot Control and Safe Passage were able to prevent damage from various sources when there was (either or) both a Leyline of Punishment and a Skullcrack legacy card on the battlefield.

Fog is prevented
Safe Passage isn't stopped by Leyline of Punishment
Riot Control isn't stopped by Leyline of Punishment
Constant Mists is prevented
Safe Passage is stopped by Skullcrack
Riot Control is not stopped by Skullcrack (but life gain is stopped)

Safe passage fixed in 0cdf232
The Riot Control is a global bug and probably affects other similar cards. However, is fixed in b49eb38

Order now matters. If Safe Passage has resolved (legacy card created) before Skullcrack is cast then damage is still prevented. If Skullcrack resolves (legacy card created) first then damage is not prevented. Same with Riot Control.
