[wait news]Delve doesn't work outside of hand

Describe the Bug:
A player can't choose to exile cards for a spell with delve if that spell is cast from a zone other than that player's hand.

Examples:
Casting a spell from the top of the library via Future Sight
Casting a spell from the graveyard via Yawgmoth's Will
Casting a spell from teh exile zone via Chandra, Pyromaster

Which card did behave improperly ?
Spells with delve

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
KOT, gauntlet

What exactly should be the correct behavior/interaction ?
The delve ability can be used regardless from which teh zone a spell with delve is cast.

Are any other cards possibly affected by this bug ?

It's a complex issue, as usual in these cases.
I won't bother fixing it when you're not supposed to pay the casting cost (the Chandra, Pyromaster case), but the other two are really bugged. Stay tuned.

I was referring to the second ability. And as far as that goes, you're supposed to pay the cost. Play = cast for nonland cards.

See also this ruling taken from Chandra's Gatherer entry:
7/18/2014 The card exiled by the second ability is exiled face up. Playing it follows the normal rules for playing that card. You must pay its costs, and you must follow all applicable timing rules. For example, if it’s a creature card, you can cast it only during your main phase while the stack is empty.
