[still bugged]Experiment Kraj

Describe the Bug:
Experiment Kraj's activated ability puts an effect on the stack, but doesn't give you an opportunity to select a target, tap the Kraj, put a counter on anything, or do anything else.
Which card did behave improperly ?
Experiment Kraj
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
Experiment Kraj should tap, target something, and give it a +1/+1 counter.
Are any other cards possibly affected by this bug ?
Probably not.

Mostly fixed, but not all activated abilities can be gained. Examples of abilities not granted are Outlast, Level Up and Transfigure. Not all abilities tested.
