[Fixed]Soulflayer if no creature in gy problem

Describe the Bug:
~~1- Soulflayer doesn't have delve.Note: it misses "cc[2]" value and "modifies casting cost" values in ct_all with those added it works.~~fixed
2- If you add the correct values in ct_all: (like me)and delve works: if you then play it normally most times enters with swampwalk.It seems that it enters with swampwalk as long as you have cards on graveyard if you don't no bug.
3- If you add the correct values in ct_all and delve works: if you have creatures in gy with the abilities in Soulflayer 's text and use delve to exile them then it enters having those abilities = correct BUT if you don't have a creature with such abilities then Soulflayer when cast with delve will be rejected to hand.

What exactly should be the correct behavior/interaction ?
1- Soulflayer has delve
2- No swampwalk ability added.
3- Soulflayer when cast with delve is not rejected to hand if you don't have a creature to exile with his text abilities.

Are any other cards possibly affected by this bug ?

Soulflayer doesn't have delve fixed also in 99a32ccaa2ddaacfe3a0391f0df224786d6b56a3.
