[still bug]Tasigur, the Golden Fang no delve in command zone

Describe the Bug:
Tasigur, the Golden Fang's Delve can't be used when it's in its owner's command zone.

Which card did behave improperly ?
Tasigur, the Golden Fang

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
BfZ, Gauntlet

What exactly should be the correct behavior/interaction ?
Tasigur, the Golden Fang's Delve can be used when it's in its owner's command zone.

Are any other cards possibly affected by this bug ?

Although it has now delve from command zone I am afraid it has broken the command rule that if you decline to return commander to the command zone you can't cast it again from command zone.However I could cast another while I had already one in my graveyard and my exile zone.
