If you enchant an opponent's creature, opponent will be able to use the regeneration effect via an effect card (otherwise it will be impossible).
If the enchanted creature is stolen via Control Magic and so... Next question?

Works fine, but... Change of control not handled. Should this be waitlisted, or is it something that will never happen?

To make it clear the "If you enchant an opponent's creature, opponent will be able to use the regeneration effect via an effect card" part works fine =D> but Change of control doesn't.
