Describe the Bug:
If Gideon Jura 1st ability is activated and there is at least 1 Ghostly Prison in bf and not enough mana to pay it, game will endlessly generate Gideon Jura legacy effect on creature attacking while showing the illegal attacker message

What exactly should be the correct behavior/interaction ?

Are any other cards possibly affected by this bug ?

I had the same problem with the above with Ghostly Prison and Fumiko the Lowblood.In my case I had mana to pay so game didn't lock but I was forced to pay to attack otherwise game didn't proceed.However such effects like Gideon Jura and Fumiko the Lowblood can't force you to pay the cost when there is a cost to attack like the one of Ghostly Prison.This case is in rulings of Fumiko the Lowblood,too.
1/2/2005 Fumiko’s ability doesn’t force an opponent to pay for effects in order to be able to attack with his or her creatures (such as Ghostly Prison, for example).
