[confirmed]Thrull Wizard bad selection of who decides to pay

Describe the Bug:
~~1- Thrull Wizard seems to counter only black instants?(Certainly not black creatures and black enchantments).~~ fixed
2- I activated Thrull Wizard to counter AI's black instant and I was prompt to select to pay cost or not for AI's spell.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
1- Thrull Wizard counters all black spells.
2- Owner of spell being countered selects to pay cost or not.
Are any other cards possibly affected by this bug ?

Fixed only that Thrull Wizard counters only instant & sorcery bug in commit 3111b0f5.
